UK stove flue regulations and certification
Work involving a new or altered chimney, a stove installation or a flue liner is building work under the Building Regulations. Approved Document J provides the main practical guidance, covering the hearth, appliance position, flue system and ventilation in one reference. Separate versions apply in England and Wales, and the regulations for stove installations set out in the document have legal force throughout the process. Approved Documents F, L and P may also apply to wood-burning stove installations where ventilation, energy efficiency or electrical work is involved.
Building control and competent installers
The stove flue regulations require notification to the Local Authority or a recognised Competent Persons Scheme before or after installation. An installer registered with HETAS for the relevant category of work can self-certify the installation, so the householder does not need to submit a Building Notice to council building control. A competent DIY installer may also carry out the work, provided the Local Authority is notified and an inspection is arranged before sign-off.
- HETAS self-certification A registered installer can notify the installation directly, removing the need for a separate Building Notice application to the Local Authority.

Once the installation has been notified and certified, the compliance documents become part of the property record. Data plates under regulation J5
Building Regulations J5 requires permanent information about the hearth, fireplace or chimney to be displayed within the dwelling whenever a permanent combustion appliance is installed. It must record the performance capabilities of the chimney or hearth where the stove is installed, and remain accessible to future occupants and engineers.
A compliant data notice plate must be robust, indelibly marked with the installation details using a permanent marker and permanently fixed in an obvious location, such as beside the electricity consumer unit or close to the chimney. Minimum diameters and approved appliances
Most solid fuel appliances sold in the UK have either a 125 mm or 150 mm flue outlet. Approved Document J sets minimum diameter thresholds by output: a smokeless-fuelled stove not exceeding 20 kW requires a flue no smaller than 125 mm in diameter, while an appliance rated above 20 kW and up to 30 kW requires at least 150 mm. Manufacturer instructions apply instead where they require a larger size.
- 125 mm outlet This is permitted only for certain DEFRA-approved appliances or smokeless-fuelled stoves rated at 20 kW or below. Most standard wood-burning stoves require 150 mm.
- 150 mm outlet This is the most common flue size for a wood stove in the UK and is required for any solid fuel appliance rated between 20 kW and 30 kW, regardless of fuel type.

Bends, liners and sweeping access
The wood stove flue regulations in the UK limit the geometry of a chimney run to maintain adequate draught and allow sweeping. No bend may exceed 45 degrees, and the system may contain no more than four bends. A rear flue connection using a T-piece counts as two bends, which is a frequent error on refurbished installations where a stove replaces an open fire.
- 45-degree maximum No individual bend in the chimney system may exceed 45 degrees; sharper angles restrict draught and obstruct chimney-sweeping rods.
- Four-bend limit If all four permitted bends are used, a soot door must be installed between the second and third bend to provide sweeping access through the full run.
- Liner continuity A flexible stainless-steel liner must be installed without joints along its length and used only within a structurally sound existing chimney confirmed by a smoke test.
There is no automatic legal requirement to line a sound chimney. A leaking chimney must, however, be fitted with a liner as a condition of compliance. HETAS installers strongly recommend lining pre-1964 properties because exposed brick chimneys frequently fail smoke tests. Post-1964 homes generally contain a concrete or clay inner liner, although a smoke test remains the definitive check before connecting any solid fuel appliance.
Smoke control area requirements
Many urban areas across the UK are designated Smoke Control Areas, where emissions from wood-burning stoves are regulated under the Clean Air Act. In those zones, only a DEFRA-approved stove or authorised smokeless fuel may be used lawfully. The distinction lies in the approval process: a DEFRA-exempt appliance has been independently tested to confirm minimal smoke and combustion pollutants, and its 125 mm collar may legally connect to a matching 125 mm liner rather than the standard 150 mm minimum.
Confirm the property's designation before specifying an appliance. The relevant local authority can establish whether a postcode falls within a Smoke Control Area; that result determines stove selection and the appropriate terminal arrangement.
Chimney height, termination and clearances
Correct chimney height, termination position and clearances from combustible materials are enforceable requirements under the building regulations. Set these dimensions correctly from the outset. Your installation will then meet the required clearance distances and avoid the most common reasons for failed inspections.
Roof exit and terminal heights
A chimney height of 4.5 m, measured from the top of the stove to the top of the pot, is the standard guide for adequate draught in a typical domestic installation. A modern twin-wall system installed in a shed, caravan or boat may function at 3 m to 3.5 m, but conventional dwellings should use the 4.5 m figure unless the design establishes otherwise.
The termination point must also satisfy positional rules in relation to the ridge and nearby roof obstructions.
- Ridge proximity rule: Where the flue exits within 600 mm horizontally of the ridge, the terminal must extend at least 600 mm above the ridge line.
- 2.3 m clearance zone: A horizontal zone extending 2.3 m in all directions from the chimney termination must remain free of obstructions. Where the exit is lower on the roof slope, the required vertical height is determined by the roof pitch to achieve that clearance.
- Combustible roof surfaces: Where the roof surface is combustible, felt being the most common example, the flue terminal must finish at least 1.8 m above it.
Planning considerations may apply beyond these positional requirements. If the property is listed or lies within a conservation area, permitted development rights may not cover the external flue pipe, so Listed Building Consent or a planning application may be required before external chimney work begins.
Hearth and combustible material distances
The hearth of a stove must project at least 300 mm in front of the appliance and 150 mm to each side. Its minimum overall size is 840 mm by 840 mm. Where the appliance has been tested not to raise the hearth surface temperature above 100°C, a 12 mm superimposed hearth made from non-combustible glass, slate or steel is acceptable.
Where that test has not been carried out, or the threshold is exceeded, a 250 mm constructional hearth is required. For a 125 mm single-skin flue pipe, clearance from combustible material must equal three times the pipe diameter: 375 mm. A non-combustible shield with a 12 mm air gap reduces the required distance to 1.5 times the diameter.
Carbon monoxide alarm positioning
It is a legal requirement under the building regulations to install a carbon monoxide alarm in any room containing a solid fuel burning appliance. The alarm must comply with British Standard BS EN 50291 and be positioned 1 m to 3 m horizontally from the stove.
Positioning affects how reliably the alarm responds to a leak before occupants are exposed. A poorly located unit may fail to alert occupants in time, even if the unit itself is compliant.
- Ceiling mounting: When fitted to the ceiling, the alarm must be at least 300 mm from any wall. This avoids the still-air zone, where gas concentrations can differ from those in the main room.
- Wall mounting: When wall-mounted, the alarm should be as high as possible but no closer than 150 mm to the ceiling, and between 1 m and 3 m horizontally from the appliance.
- BS EN 50291 compliance: Only alarms certified to this British Standard meet the Building Regulations requirement. Both mains-powered and battery-powered units qualify.
- Ventilation and air supply: Approved Document F governs the vent provision. Stoves above 5 kW require a permanent air vent of at least 550 mm² per kilowatt above 5 kW. In homes built after 2008 with high airtightness, a dedicated vent is required regardless of output.
The ventilation requirement is waived only where the stove draws combustion air directly through a dedicated external duct connected to the appliance. Otherwise, the permanent vent must be correctly sized and positioned where occupants are unlikely to block it, typically away from seated areas to limit perceptible draughts.
